For the moment, the only opportunity that allows to switch between the 1st person view and the 3rd person view, this is when you are driving a vehicle.
While driving the vehicles, you have an option that allows you to switch from 1st person view to 3rd person view.
During certain cutscenes, you can also have shots in 3rd person view.
